To achieve its objectives, JRCA works to:
Research road building technologies and road materials;
Provide laboratory services for testing and analysis;
Provide educational and training programs for proper means of road building;
Hold seminars, lectures and symposiums;
Publish the JRCA magazine, and books and brochures;
Honor members for high-quality construction work.
Cooperate with and advise national and local governments for road-related administrative affairs;
Cooperate and exchange experience and expertise with other road-related organizations;
Promote the understanding of, and education that recognizes, the social, economic and environmental benefits which are derived from developing roads and road networks.
